Red Cross Assists Militant Group in Recovery for Bodies of Israeli Hostages in Gaza Strip

The International Committee of the Red Cross (ICRC) confirmed that its personnel accompanied Hamas officials into areas of the Gaza Strip still under Israeli military control to facilitate the search for the remains of Israeli hostages.

Ceasefire Agreements and Captive Remains Return

As part of the US-brokered ceasefire, which took effect on 10 October, the group is required to return the remains of all Israeli hostages as soon as possible. In exchange, the Israeli government has consented to hand over the remains of 15 Palestinians for every Israeli body returned.

Hamas has so far returned the bodies of fifteen of those taken hostage but none in the last five days, as some of those bodies are thought to be in locations beyond the yellow line designating the temporary truce line.

ICRC Role as Impartial Facilitator

“At the request of the parties, the International Committee of the Red Cross (ICRC) accompanied a party to the conflict as the party searched for the remains of the deceased individuals past the IDF-designated ‘yellow boundary’,” said a spokesperson for the organization.

She added: “The parties to the hostilities established the procedures of the mission and delegated the ICRC to act as a neutral intermediary. The ICRC was not involved in those negotiations.”

The official further clarified: “Our team was not involved in the physical hunt for the deceased nor does it take part in the retrieval of human remains.”

Global Humanitarian Law and Duties

Under global legal norms, it is the duty of the sides involved in a hostilities to locate, gather, and retrieve the bodies of the deceased.

American Ultimatum and Regional Recovery Operations

On Saturday, the US president delivered a 48-hour demand to the militant group. “They is going to have to begin handing over the bodies of the deceased hostages, which include American citizens, quickly, or the other countries participating in this great peace will intervene,” he wrote on his online channel.

As the two-day window approached, Hamas, joined by the Red Cross, teamed up with teams from Egypt, who were granted permission by Israeli authorities to look for remains past the boundary marking the withdrawal of troops inside the territory. An official representative said the delegation would use heavy machinery and trucks in the operation.

Official Confirmation and Press Reports

This development was corroborated by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been allowed to access areas of Gaza under military authority to search for the bodies of hostages, together with Egypt’s and ICRC teams.

“For this purpose, representatives were permitted to cross the yellow line,” the source was quoted as saying.

Video released by a media outlet appeared to show individuals of a Hamas unit – part of the organization’s military wing responsible for guarding hostages – escorting a Red Cross vehicle in a specific location close to a southern city, which lies outside Israeli military control.

Challenges in Locating Captive Bodies

Efforts to locate for the remains of Israeli hostages has become one of the most delicate matters in the truce reached between the two sides. However, the attempt to locate the remains has proved challenging from the outset, given the presence of an estimated enormous amount of rubble across the strip, where, according to health officials, at least 10,000 residents are listed as missing, buried under the debris.

Diverging Statements on Remains Whereabouts

The group has claimed it does not know the precise locations of all the bodies, saying it has been unable to communicate with a number of its teams that had been holding the captives and were reportedly eliminated during Israeli bombardments.

In contrast, an official representative asserted that the organization was aware of the whereabouts of the remains. “If Hamas made more of an effort, they would be able to retrieve the remains of our hostages,” the spokesperson said.

American Stance and Disarmament Talks

Although the US president has conceded that a portion of the remains are difficult to access, he said that “the rest they can return immediately and, for some reason, they are failing to do so.”

“It may have to do with the surrender of weapons of the group,” he added.

The US administration has said it has received assurances from Hamas that the faction will disarm, though no clear timeline has been established. They remains hesitant to give up its arms without solid assurances about the fate of its members.
