Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from various governments. Significant resources is expended on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from Russian territory, a ability enabled by up-to-date information. From vantage locations, defense planes that had been deployed to intercept incoming cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, probably supplied through Western nations. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun opened up on a drone somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and utility failures in many homes as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on Western support – a reliance that regional partners are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, persist.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is impossible to compel Moscow to abandon the areas that it already controls in Ukraine's south or east.
The issue is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its benefit.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a mere seven days to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.
While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
